A carrier may limit each traveler to two Service Dogs. Most people fly with one. If you genuinely work with two, say so when you book so the airline can seat you where two dogs fit. Both still need their own DOT form and both still have to behave.

Since the current rule took effect in 2021, the paperwork is two short federal forms, and that is the whole list. The first is the DOT Service Animal Air Transportation Form. On it you attest that your dog is trained, healthy, vaccinated and will behave. The second applies only when a single flight segment runs eight hours or more. On it you attest the dog can either hold its needs or relieve itself in a sanitary way.
Both forms are free. They come from the airline or from the Department of Transportation, never from a paid registry. You sign them, not a doctor and not a trainer, because they are your sworn statement. Filing a false attestation carries real consequences, so the honest path is the only path. Fill them out the day you book and keep a copy on your phone and on paper.

A carrier may ask for the forms up to forty eight hours before departure. Book inside that window and you can usually hand them over at the counter. Either way, sending them the moment you book is what keeps the whole day calm. The single most common travel headache is forms that arrive at the gate instead of ahead of it.

Where a Support Animal Stands TodayDónde queda hoy un animal de apoyo
This is the entry people most often get wrong, so we will say it plainly. The 2020 Department of Transportation final rule, in force since early 2021, stopped requiring airlines to treat a Support Animal as a service animal. A Support Animal helps a person feel steadier by being there. A Service Dog is trained to do a specific task. Under the rule, only the trained dog holds the cabin right.
So a Support Animal now flies under each airline's pet policy, if the airline allows pets at all. That can mean a fee, a soft carrier under the seat, a size cap and a daily limit on how many animals the cabin holds. Choosing to fly your animal as a paid pet is perfectly fine. It is simply a pet booking, not a Service Dog right, and you plan it against the pet policy, not against Part 382.

No. The DOT rule does not require a card, certificate or registry. It requires the DOT forms and a dog that is trained and behaves. A card can make a check-in smoother and many handlers carry one, but no airline can demand it as a condition of cabin access.
